Quarter 2 Fewer discharges from Forensic inpatient services with many of those going to the group homes caused the Aftercare Clinic to serve less than targeted.
Quarter 3 Fewer Forensic inpatient discharges caused the Aftercare Clinic to serve less than targeted.
