Notes The LCDA is made up of municipal members, who appoint a designee to the membership Board (typically the Mayor, Director of Finance, Executive Director, or other appointee). From that Board of Directors, an Executive Committee is selected (7 individuals) to serve different at large terms (1 year, 2 year, 3 year and 4 year). A Chairman, Vice Chairman and Secretary/Treasurer is also elected. In addition to the Executive Committee, there is a Development Committee, Budget and Personnel Committee and Policy and Procedures Committee, which are appointed by the Chairperson. For the YE 2024 the LCDA will have 1 advisory member (only former chairpersons qualify) who participate in meetings, but are non-voting members. The chairperson receives a $450 per diem per meeting, while others receive $350 per meeting.

The LCDA is the State of Louisiana's largest conduit bond issuer.
Since inception, the LCDA has issued over $20 billion in bonds to assist municipalities, non-profits and for-profit entities in Louisiana.

Ty E. Carlos became the Executive Director of the Authority in April 2014. He was previously a Vice President and Sales Executive for The Bank of New York Mellon Trust Company, NA in Baton Rouge. He has over 35 years of financial/banking experience and over 25 years of bond experience. Ty graduated from LSU with a Bachelor's of Science degree in Finance in May 1989.

LCDA operates on a 12/31 fiscal year end. Budget for fiscal year 2024 was approved at the December 2023 meeting and reflected. Final financial information for year ending 2023 will be updated upon receipt from the Auditor and approval by the Executive Committee in May 2024.
